Joshua Caleb is an Associate in the firm’s Projects (Energy & Infrastructure) Practice. In his role, he supports clients across the energy, transport, housing, trade, and project finance sectors.

His work involves advising national and county governments, as well as private sector clients, on legal and policy frameworks that support infrastructure development and investment. Joshua also contributes to Public-Private Partnership (PPP) advisory, stakeholder engagement, and capacity-building initiatives, with a focus on sustainable and climate-resilient infrastructure projects.

Transaction Highlights

• Legal and Transaction Advisory Support in Restructuring and Conversion of a Significant PPP Project, including advisory on project transfer following a change of ownership.
• Legal and Policy Advisory in the review and continuous updating of Kenya’s affordable housing legal, policy, and institutional framework, supporting reforms aimed at strengthening investment and implementation across the housing sector.
• Legal Advisory Support in Structured Trade and Project Finance Transactions, including review of EU-backed financial guarantees, collateral restructuring, and compliance with risk allocation and financing requirements.
• Legal and Transaction Advisory Support in an Energy Infrastructure Pilot Project, involving innovative shared power supply arrangements for telecommunications infrastructure.
• Legal Advisory and Capacity Building Support to County and Municipal Governments, including drafting of by-laws and investment policies, facilitation of stakeholder engagement, and delivery of capacity-building programmes.
• Public-Private Partnership (PPP) Legal Advisory Support to Private Sector Participants, including legal and regulatory due diligence, contract negotiations, and drafting and review of core project documentation.
